Section 106 Environmental Assessment

 


The Jaeger Company assisted the City of Columbus with a major urban redevelopment project utilizing a 54-acre tract situated along the Chattahoochee River. The tract was the site of numerous historic properties including two National Historic Landmarks -Muscogee Mills and City Mills. The city used funding from the U.S. Department of Housing and Urban Development and was therefore required to comply with Section 106 of the National Historic Preservation Act.

The firm was responsible for developing the Programmatic Agreement (PA), which involved coordinating among the signatory parties—the President’s Advisory Council on Historic Preservation, the Georgia State Historic Preservation Officer (SHPO), and the City of Columbus. This document established the procedures necessary for compliance with Section 106.

The Jaeger Company has assisted in several aspects of the project, including (1) the development of a Programmatic Agreement between the City of Columbus and preservation officials to guide the documentation of historic structures prior to demolition or relocation; (2) preparation of the historic context for the Automobile Sales and Service Industry district; (3) completion of Historic American Building Survey (HABS) documentation for landmark structures within the district; and (4) involvement in feasibility studies for potential reuse options for the district’s historic buildings.
